The person who wants to get a learner's permit must first enter some data and pass a theory test that has 10 questions about road signs and 10 questions about traffic rules. The candidate has to get 9 out of 10 questions about road signs and 7 out of 10 questions about traffic rules right. After getting a learner's pass, the person who wants to become a driver must get training from a real driver’s education school at a time that works for them. After 42 days of lessons, the person who wants to become a driver has to take a practice test that has two parts. The first part of the actual driving test is held at the DLA theme park in NHMP Islamabad. It tests your ability to move the car forward and backward. After passing Part-I, the candidate takes Part-II, which is the practical test of their driving skills on public roads. People who want to be candidates are asked to take the same test again in 14 days if they fail any of them. A candidate can take the same test no more than three times. If a candidate fails a certain test three times in a row, his case starts over, and he has to pay all of his fees again. Once the applicant passes the Practical Test (Part-II), they are given a driving license card for the appropriate type of vehicle.

The licensing authority can also take away a license holder's license under section 14 of the Ordinance, even after the license holder has obtained one, if they learn that the license holder is a regular drug user. Also, Section 68 of the NHSO-2000 says that driving while high on drugs or drink is a serious crime that can get you up to one month in jail, a fine of Rs 5,000 to 10,000, or both.
